This is a D20 homebrew, using the Silver Age Sentinels D20 core rule book, plus the Authority RPG ( D20 ruleset ). Certain rules like backgrounds, icons and the one unique thing concept, among other things from the 13th Age RPG & the saving throw system from the 5th edition of the Dungeons and Dragons has been adapted to make things more simpler, upbeat & up-to-date, while maximizing on the role-playing & story-telling aspects of the game.

It is Jan 20, 2001, the start of the 21st century, as the world slowly recovers from the attacks of legions of mass produced superhuman Koroshi Knife Warriors of the apparently now deceased (?) international terrorist Kaizen Gamorra, the squadrons of Shift ships from Sliding Albion, and recently from the aborted return of “God” ( the entity who purportedly created the Earth for its own future dwelling place ) by one of the world’s premiere super hero groups, the Authority. As for the Authority, it is 20 days since their former leader and founder, Jenny Sparks, the Spirit of the 20th century, passed on with the passing of the 20th century. Jack Hawksmoor has become the new leader of this powerful collection of superhumans that is beholden to no government or institution – to no one save their own agenda: working only for the greater good (as they see it).

America also has a new president. Effective this day, George W. Bush takes office as the 43rd president of the U.S., in the midst of a recession in the wake of the bursting of the dot.com bubble, and the recent biological weapons scare where the super villain group ‘the White Rooks’ unsuccessfully launch biological weapons at several western cities, due to the efforts of The Guard. As he starts his term, President Bush plans to raise certain questions in connection to metahumans, such as: should metahumans be registered with the federal gov’t because of their supranormal abilities, can a greater military budget be introduced, even with the current economic recession, to respond to both metahuman crises and to establish a special force of metahuman soldiers, and what are the limits of genetic experiments regarding metahumans?

The other premiere super hero group – the Guard, having helped the United Nations on several occasions, was recently granted a “special status” as an accredited ally and UN observer by informal arrangement. They, in turn, are transforming themselves into a more global organization, making plans to expand their ability to serve internationally.

It is into this ‘New World Order’ that the player characters find themselves in. As relatively new heroes they make their way verdantly or inadvertently serving these world iconic super groups, or the equally iconic villains they oppose, as a precarious balance of forces determining the fate of the planet is maintained. The heroes can even pursue their own motives and become world icons themselves eventually.
